I'm currently building a PC-based mp3 player which is called yume - yumeControl is the software that controls winamp, the PC and its peripherals. It runs under win9x and can also be run without any of yume's external hardware connected to the PC, so you can check it out without having to build anything. Since yumeControl doesn't need installation nor does it change any system files you don't have to worry about anything - it even comes with a completely configured version of winamp to guarantee that everything's working fine.
You may use yumeControl to build your own player (everything you need to know on how to build the player can be read on my webpage) or if you have your own player already you may get inspired by the features I have implemented.
